World Fisheries Trust is led by a Board of Directors. These amazing people volunteer their time to ensure our organization’s actions further our mission.

Mohamed Docrat

Board President

Mohamed is a retired CPA with over 25 years business experience in high technology, NFPs and the property & casualty insurance sectors, as well as governance experience in these sectors and in the volunteer sector in the South East Ottawa and various fishing organizations, including board experience. He is currently a general contractor. 

Mohamed is an avid sport fisherman concerned with environmental sustainability, and appreciates the work WFT has been doing. Mohamed lives in the CRD and has been in BC for 4.5 years.  

Sean Burns

Board Member, Past President

Sean Burns has a background of leading transformational change at the executive level for over 20 years with international Fortune 500 corporations and the public sector across seven countries.

Sean holds a bachelor’s and two master’s degrees with various awards and certificates. He’s a proud father and volunteers on the boards of non-profits actively helping to make the world a better place.

Malcom Beveridge, PhD

Board Member

Malcom Beveridge holds a BSc in zoology and a PhD in aquatic ecology from the University of Glasgow. In a long career, he has served as Acting Branch Head (Aquaculture) for FAO and as Director of Aquaculture and Genetics, WorldFish. He also Directed the Scottish Government’s Freshwater Research Services Laboratory, was a Reader in Environmental Research at the University of Stirling, UK, and was awarded a visiting research fellow at Imperial College, London. He has published more than 200 papers in aquaculture, fisheries and aquatic ecology.

Jacqueline Kosh

Board Member

I have spent my entire life on the beautiful West Coast of British Columbia. In my early years, I lived with my family in a small, secluded area near Squamish, B.C. With the beach as my backyard, I spent hours everyday developing a unique and special relationship with the ocean and its’ inhabitants. It was there that my deep love for the ocean and my passion to protect it began. For over 20 years, I have dedicated myself to teaching and inspiring students, through place-based learning and environmental education about the importance of protecting our oceans.

I hold an Associate of Arts Degree through Camosun College, a Bachelor of Education, and a Master of Education from the University of Victoria. I have had the priveledge of leading and contributing to school projects aimed at reducing pollutants and toxins from entering our oceans and impacting the local vegetation. I was honoured to be part of the team who received the Eco Star Award for our Rain Garden project, a testament to my commitment to sustainability.

I am deeply grateful to live, learn, and work on the traditional, unceded territories of the Lekwungen People. My passion for ocean education and the protection of the Salish Sea drives me to teach the next generation to become environmental stewards, ensuring that our oceans remain vibrant for future generations. 

Sean Irwin

Board Member

Dr Sean Irwin, Associate Professor, School of Business, Royal Roads University, is an award-winning action-oriented researcher focused on social and economic development in the global South. His expertise is focused on using mixed methods to empirically investigate pathways to socioeconomic development, women’s empowerment, food security, international trade, water-sanitation-hygience (WASH), and global health. He has been Principal Investigator on several international development projects exceeding $2million in funding. 

Sean holds a PhD in Geography from the University of Victoria, a Masters of Rural Development from Brandon University, a Masters of International Trade from the University of Saskatchewan, and a Bachelor of Arts in History and Political Science from the University of Manitoba. 

James Profit

Board Member

James Profit is a lawyer practicing in Summerside, Prince Edward Island, with a background in marine biology and a deep commitment to environmental sustainability. He holds a bachelor of Science in Marine Biology from Dalhousie University and a Juris Doctor from the University of New Brunswick. With extensive experience in corporate and commercial law, James advises clients across various industries, including fisheries, aquaculture and marine-related sectors. Beyond his legal practice, he is actively involved in multiple non-profit organizations, bringing governance expertise and a passion for sustainable resource management to his roles. 

As a board member of World Fisheries Trust, James combines his legal acumen and scientific foundation to support policies and initiatives that promote the long-term health of global fisheries and coastal communities. His dedication to conservation and responsible fisheries management reflects his lifelong connection to Prince Edward Island, where the fishing industry is integral to the economy and cultural heritage.

Hon. David Anderson, P.C., L.L.D

Emeritus Board Member; Past President

David Anderson was born in Victoria, British Columbia. He served many years in Canadian government as an MP. David has also worked as an adjunct professor at the University of Victoria and as an environmental consultant.

David’s decades of dedication to preserving Canadian landscapes and resources, both on land and offshore, continue today from his home on Vancouver Island. David is the former president of World Fisheries Trust, and is a respected member of the board.

Henry Lorimer Frew B.A., C.B.A., M.Litt., F.R.G.S., F.Z.S.L.

Emeritus President

Henry, a dual British-Canadian citizen, is the CEO of Victoria-based Carrick House Group –specialising in geographical and business consulting with a focus on Ocean and Coastal Zone management and Parks and Tourism.  He is a .Mentor at the Gustafson School of Business, University of Victoria since 2009 and with the Innovation Centre for Entrepreneurship (ICE) since 2012. Helped lead Carrick House Services, a well known publisher of outdoor recreational material -1977-2003.

Bruce Kilpatrick

Emeritus Board Member

I’m honoured to be part of the World Fisheries Trust board and to support the important work it does. In late 2020, I retired from my 26-year role as the executive director of communications + marketing and director of communications at the University of Victoria.

At UVic, I led major branding and strategic communications projects, developed multi-year institutional communications and marketing plans, served as a communications advisor to the university executive and senior leaders, and provided leadership to an active 40-member unit.  I have also been an organizer, community advocate and advisor to provincial governments in BC and Manitoba and an active member of community organizations my entire adult life. I’m currently on the board of the Community Association of Oak Bay, a founding member of ReconciliACTION Oak Bay, and a member of the Advisory Planning Commission- Land Use.

I believe in the power and strength of communities and people working together to create change for a better and more just world. I see working with the World Fisheries Trust as one way that I can, as a settler living on the unceded territory of the Lekwungen people, support vital work to protect, restore and revitalize the lands, waters and ecosystems in this region and elsewhere. I am grateful to have that opportunity. 

Hon. John . Fraser, P.C., O.C., O.B.C., C.D., Q.C., LL.D.

Emeritus President

John Fraser was born in Yokohama, Japan and raised in Vancouver. He graduated from the University of British Columbia in 1954 and practised law until his election to the House of Commons in 1972. During his 21 years in Parliament, he served in key positions, including Minister for the Environment and Minister of Fisheries. He was the first person to have been elected Speaker of the House of Commons by his peers, a practice instituted in 1986.

In 1994, John was selected to head the Fraser River Sockeye Public Review Board investigating the salmon fishery. He was subsequently Canada’s Ambassador for the Environment, responsible for Canadian follow-up to commitments made at the United Nations Rio Conference on Environment and Development.

In April 2024, the Hon. John Fraser passed away at the age of 92. John was one of the founders of World Fisheries Trust in 1998. His advice and support helped guide the organization for over two decades. He was a visionairy, pragmatic environmentalist, and we certainly appreciate the many years of guidance he provided. He leaves behind a legacy of public service and environmental stewardship that will have a longstanding impact. We mourn his passing and honour his contributions to World Fisheries Trust.
